Greetings, On April 6, 2025, the Upper Arlington community celebrated the opening of the Bob Crane Community Center with much excitement, energy and enthusiasm. Over 1,600 people attended the opening day celebrations, touring and trying out the many features within this state-of-the-art facility. People were amazed and overjoyed with the design, the multiple gathering areas, recreation spaces and partner services. A community center was decades in the making for some residents, and we heard from many that this historic facility has surpassed their hopes and expectations. I am grateful to everyone that played a role in making this dream a reality for the Upper Arlington community. The community has also shown its support through strong membership sales and daily visits. It is incredible to see people of all ages visiting the center for a variety of uses – exactly as it was designed to serve our community. Since opening day, our dedicated team has been monitoring all manner of operations within the facility, making adjustments as we receive customer feedback or as our team members see opportunities for improvement - and our evaluation processes are ongoing. Adjustment examples include removing a pre-reservation system for child watch, developing a membership pass add-on option for e-sports, providing a membership discount for older veterans who do not qualify for the SilverSneakers® program, and removing the non-resident one-visit restriction for daily admissions. We prioritized resident access as we prepared to open the facility and have found that average hourly attendance numbers are at acceptable levels, thereby allowing for more non-resident visits. As we enter the Fall, this is a great time to explore the center and seek out our many indoor programs, swim lessons and rental opportunities. The City and our department’s websites have been redesigned with the user perspective in mind. These pages feature quick access links, drop-down lists, highlights and calendars to illustrate events and meetings with pertinent details. This year, we also celebrated completion of the penultimate phase of improvements in Northam Park, which includes the renovated Northam Tennis courts and brand new Pickleball courts. The tennis courts are top quality, and play better than the previous courts in UA. The first dedicated pickleball courts in our community offer both reservations and drop-in play. The new service building includes restrooms that are open year-round, and the project also included two small shelters for park users. This Spring, over 600 people provided input for a second round of community engagement that is helping to guide our staff and consultants as they finalize the Fancyburg Park Master Plan. The updated plan was shared with the Parks & Recreation Advisory Board and City Council in June, the highlights of which are shared on page 3. As you visit the parks, be sure to stop by Northwest Kiwanis Park to enjoy a temporary art installation, created by artist and UA resident Marcia Armstrong, utilizing natural materials. The installation is a goal of the Cultural Arts Division and Commission. As you read through this guide, you will find facilities to explore, events to experience and programs to enrich your lives. Park Updates & Capital Improvement Projects

Shaping the Future of Fancyburg Park

UPDATED CONCEPT: JUNE 2025

UA Parks & Rec is nearing the end of the master planning process for Fancyburg Park, one of the community’s most cherished outdoor spaces. The initiative is being undertaken with support from EDGE, a Columbus-based landscape architecture and urban design firm. The process was guided by the 2018 Parks & Recreation Comprehensive Plan with the goal to ensure Fancyburg Park continues to serve the diverse needs of residents for generations to come. At the core of this planning process was meaningful community involvement, structured through a two phase engagement strategy designed to make residents’ voices central to the final plan. Phase I: Gathering Ideas and Insights Launched in Fall 2024, the first phase of community outreach drew valuable input from more than 900 residents who shared how they currently use the park and what improvements they’d like to see. Using these results, EDGE developed initial conceptual designs that enhanced the park’s versatility and community appeal, while preserving its natural beauty and charm. Phase II: Refining the Vision Phase II, which wrapped up this summer, builds on those early concepts. A second round of surveys and

engagement activities generated over 600 responses, offering deeper insights into residents’ preferences and helping to further shape the draft master plan. The Plan The concept focuses on enhancing and replacing many existing park features, while expanding the natural feel of the park with meadow plantings and naturalized areas. One of the biggest changes proposed in the master plan is the inclusion of a new four-season shelter, a place to recognize Carlise Handley, that could be sized to serve as a new day camp location. The plan also proposes relocating the maintenance yard to the corner of the park to open up more space within the central area. What’s Next This Fall, City Council reviews the final version of the Fancyburg Park Master Plan. Thereafter, the project transitions to detailed design, with construction of the maintenance facility scheduled to occur in 2026, and the balance of the work scheduled for 2027 and 2028. Registration Dates Fall Program Registration Begins: Verified Residents & Bob Crane Community Center Members: 6 am, Wednesday, August 6 Non-Residents: 6 am, Friday, August 8 To register early or receive resident rates, you must be a verified resident, meaning you pay income or property tax to the City of Upper Arlington. Submit proof (driver’s license, utility bill, rental agreement, pay stub, etc.) through your online account or in person at UA Parks & Rec. All program registrations, facility passes, memberships and rentals require an online account at parks. uaoh.net . If you are a previous UA Parks & Rec participant, you can retrieve your username or reset your password on the login screen. If you are a new customer, Click “Create an Account.” Need help? Receipts with transaction details and any special instructions are sent to the email address on file in your online account. Program Waitlist Procedures – Most programs have a waitlist after maximum enrollment has been reached. Waitlisted individuals are notified by phone or email if a spot opens. It is important that you respond as soon as possible in order to secure your place in the program.

Helpful Hints for Online Registration: • Make sure you can log into your account before registration opens. • Make sure all members of your household are listed in your online account. • Make sure all birthdays are correct. • Use the clickable online Activity Guide to be quickly directed to registration for each program. • Use the “General Activity Search” function to find a program by entering its six-digit activity number (leave off the letter) in the Keyword Search or Activity Number box. Program Cancellations: Minimum Enrollment Requirement – Most programs have a minimum that must be reached for a program to take place. Cancellation decisions are generally communicated via email two-to-five business days in advance of a program. If we cancel – UA Parks & Rec reserves the right to cancel programs due to insufficient enrollments or other unforeseen circumstances. Participants are notified and full refunds are issued. Credit card refunds may take up to three days from the cancellation notice; check refunds (issued by City Finance Dept.) may take up to 30 days. If you cancel – To receive a refund, (minus a $5 processing fee) you must contact UA Parks & Rec at least five full business days in advance of the start date of the originally scheduled program, unless stated otherwise in the program description. Refunds for 50+ Travel and camps are handled on a case-by-case basis. Refunds are issued based upon the original payment method. Due to the structure of our programming, we cannot provide make ups when you miss a program. Credits – You may opt for a full credit to your account instead of a refund. If you miss the refund deadline, and cannot participate in a program to a personal medical condition or hardship, we can consider your request for a credit. Child Watch

The Child Watch Room provides a convenient, short-term childcare option for parents or caregivers while they use our fitness facilities or participate in on-site programs. Services are offered on a drop-off, first-come, first-served basis. Child Watch is available for children ages 6 months to 9 years , with a maximum capacity of 24 children at a time , including up to four infants (ages 6–12 months) . Visit Information: • Cost: $6 per visit for members / $12 per visit for non-members

• Purchasing Visits : Visits can be purchased in quantities of 1, 5 or 10. However, each child must have a completed Child Watch Room Participant Registration Form on file. This form must be filled out in person in the Child Watch Room before any visits can be purchased. • One Child Per Visit : Each punch pass is assigned to one child and cannot be shared between children. • Each visit begins at the time of drop-off and may last up to two hours , or until the Child Watch Room closes—whichever comes first. Step into the action! Our E-Sports Room features 18 high-end gaming computers connected to an ultra-fast fiber network and an extensive library of popular games. Designed for gamers ages 8 years and up, this safe, supervised space is perfect for individual play, gaming with friends, private rentals, programs, and group events. We’ve made it easier than ever to level up your experience with two flexible ways to access the E-Sports Room: • Unlimited E-Sports Pass – $10/month • Available as an add-on to your Bob Crane Community Center membership • Auto-debited monthly for unlimited gaming access • Single Visit Option • $4 per visit for Residents or BCCC members • $8 per visit for Non-Residents • Requires an active facility membership or day pass • The E-Sports Room operates on a drop-in, first-come, first-play basis. Community Center Partners • OSU Wexner Medical Center - we are proud to welcome the OSU Wexner Medical Center (OSUWMC) team to the Bob Crane Community Center. OSUWMC offers three primary service areas on Levels 2 & 3 of the facility: • The James Cancer Supportive Care Center – helping to manage the physical and emotional challenges of cancer survivors to improve quality of life. Located on Level 2 • Orthopedic Physical Therapy – comprehensive rehabilitation care for all orthopedic needs, from adolescence to geriatrics. Located on Level 3 • Integrative Health Clinic – dedicated to providing innovative and restorative approaches to whole-person healing. Located on Level 3 See page 93 additional details. • Upper Arlington Community Foundation – the Bob Crane Community Center has been made possible, in part, thanks to an $8M capital campaign spearheaded by the Upper Arlington Community Foundation, so it’s only fitting that the Foundation continues its good work in support of our community from its new base at the Community Center.

Bob Crane Community Center Building Rules The rules listed below apply to the entire building.

• Proper attire, including footwear (no bare feet), shirts, and cover-ups, must be worn at all times inside the facility, except in locker rooms, swimming areas, or when directed by a program instructor. Specific areas of the BCCC may have additional attire requirements, which are posted in those areas. Guests shall wear clothing in common areas of locker rooms (refrain from being naked in sight of others); showers stalls and changing rooms are provided to change in and out of swim/workout clothing. • Unless otherwise authorized by law, pursuant to the Ohio Revised Code, no person shall knowingly possess, have under the person’s control, convey or attempt to convey a deadly weapon or dangerous ordnance onto these premises (Ohio Revised Code 2923.1212). • A valid concealed handgun license does not authorize the carrying of weapons into the BCCC (Ohio Revised Code 2923.126). BCCC User Expectations: BCCC members and guests are expected to foster a positive, inclusive, and respectful environment for all. To maintain this welcoming atmosphere, the following user expectations are in place: • Exhibit appropriate behavior and follow instructions while participating in, spectating, or attending BCCC activities and programs. • Show respect for all individuals and BCCC property. • Demonstrate self-control and appropriate conduct. • Refrain from using foul or abusive language. • Do not engage in behavior that could pose a danger to yourself or others or create a hostile environment. • Adhere to and follow all BCCC and City of Upper Arlington rules and policies at all times. Failure to adhere to these expectations may result in consequences, including possible suspension or termination of BCCC membership or program enrollment. Membership Cancellation BCCC memberships have a monthly auto-deduction run on the first business day of each month. Cancellation requests must be received by the 24th of the month to take effect before the next billing cycle. There is no cancelation fee or refunds for previous monthly payments. Additional rules may be posted in specific areas or rooms. • To access the Bob Crane Community Center (BCCC), customers must have a current membership, purchase a day pass, be enrolled in a program, or be a guest of The Ohio State University Wexner Medical Center (OSUWMC). Tours and self-guided tours are allowed when available and upon request. • All individuals entering the building must either scan in through our access control system or check in at the front desk. • BCCC members must present their membership fob at each visit to gain access to the facility. • BCCC memberships are non-transferable and may be considered void if used by anyone other than the designated individual. • Program participants who are not BCCC members may enter the building no earlier than 30 minutes before the start of their program and are required to leave once the program concludes. • Non-member caregivers, parents, or guardians of youth participants may accompany them to program locations but must remain in designated waiting areas. • Children 10 years of age and older may enter the facility without an adult supervisor. All children ages 9 years and under must be supervised at all times by a responsible individual who is at least 16 years old. The supervising individual is responsible for ensuring the child’s safety while using the facility. There must be one responsible individual for every four children ages 5-9 years. There must be one responsible individual for every two children ages 4 years and under, unless directly supervised by child’s parent/guardian.Children ages 16 years and older are permitted in the fitness spaces and most fitness classes. Children ages 12-15 years may use the fitness spaces when directly supervised by a parent or guardian, or after successfully completing the Junior Fitness Orientation Program. • Children ages 12 and older are permitted on the indoor track. Children ages 8 -11 years may use the indoor track when directly supervised by a parent or guardian. The fitness ages rule applies to fitness equipment on the track. • Service animals are permitted in the BCCC. These are animals that are individually trained to perform tasks or work for people with disabilities. Emotional support animals and companion animals are not permitted.

Northam Tennis 2025 Season Info The City of Upper Arlington owns and operates the newly renovated Northam Tennis Courts. The facility, which was rebuilt and opened this year, features nine Har-Tru clay tennis courts with underground irrigation. Players can play casually, compete in leagues and take lessons. The tennis season runs through October 12.

Greater Columbus Tennis Association Northam Park Tennis is a member of the Greater Columbus Tennis Association (GCTA). All GCTA team members are required to have a Northam Park Tennis membership pass purchased before the start of team practice. Playing a GCTA match without a Northam Park Tennis membership pass results in forfeiture of the match. GCTA practices start in May and we have daytime and career teams from 2.5 to 4.5 USTA levels. Aquatics & Tennis Policies

Swimming and Tennis Hardship Termination: All swimming and tennis membership pass sales are final except when hardship criteria can be documented. Requests for Hardship Terminations are evaluated on a case by-case basis and must be submitted in writing to the Recreation Superintendent. Season pass fees may be refunded or issued as a credit voucher and are prorated from the start of the season regardless of use. Requests are not accepted after August 31, 2025. A $5 processing fee is assessed on all hardship requests upon approval. One or more of the following criteria must be met to qualify for a Hardship Termination: 1. Personal medical condition: provide a physician’s statement on the physician’s office letterhead stating the medical condition, date of condition and specifics of restrictions. 2. Relocation - outside a 25-mile radius of the Municipal Services Center: provide proof of relocation - deed or

warning expires. Northam Tennis reopens when courts are playable. 3. The National Weather Service considers that a thunderstorm has ended 30 minutes after the last thunder and/or lighting. At that time patrons are allowed to re-enter the facility. 4. If the severe weather persists, or weather radar indicates severe weather throughout the day, UA Parks & Rec reserves the right to close facilities or limit their use. Cold Weather: If the projected high temperature for the day is below 70 0 F UA Parks & Rec reserves the right to limit the use of or close swimming facilities. All three pool facilities close if the projected high temperature for the day is below 60 0 F. Rain Checks : Refunds are not available for daily admissions during severe weather and unforeseen emergencies. However, rain checks can be issued to a swim facility guest who has been at the facility less than two (2) hours during full-day operations and for a tennis patron if less than one (1) hour of play. When requesting a rain check, the guest must provide a receipt as proof of paym ent of the daily admission fee.

Guest Swim Pass: A Season Pool Pass holder may purchase a Guest Pass for $80. The guest pass allows 10 guest visits to any of the pools. The pass holder must accompany the guest to the pool on each visit. No refunds for unused visits. Children under 10 yrs: Children under 10 yrs must be accompanied and supervised by a parent or qualified caregiver. Pass Card: The UA Parks & Rec key fob allows a pass holder to use their pass card to access the outdoor swimming pools, Northam Tennis Courts and the Bob Crane Community Center, and may be picked up at any of these facilities. Pass Holder Pictures: All pass holders must have their photo taken for identification purposes at either the Community Center, any of the three swimming facilities or the Northam Tennis Courts. Cash Free: The swimming pools and Northam Tennis are “cash free” facilities. All membership and daily admission fees must be paid by debit or credit card. The City of Upper Arlington accepts VISA, Mastercard and Discover Card. Rest Period: Rest periods are on the :45 of each hour and are 15 minutes in length (i.e. from 11:45 am-Noon). All children under the age of 18 yrs must exit the water and remain away from the side of the pools. Severe Weather: In the case of severe weather conditions, UA Parks & Rec reserves the right to limit the use of or close swimming and tennis facilities. If lightning, thunder, or severe weather is in the area, the following procedures are followed: 1. All pool, deck and court areas are evacuated completely. Patrons must exit the facility and seek shelter for their safety. 2. During a National Weather Service severe storm warning, the facility remains closed until the severe storm

lease agreement. 3. Patron death.

Tremont Pool Shelter Reservations Member Shelter Rental Fee: $80/2 hours Non-member Shelter Rental Fee: $100/2 hours

Having a birthday party or neighborhood gathering? Why not reserve the shelter at Tremont Pool! The shelter is available on most days from Noon-2 pm, 3-5 pm, and 5:30 7:30 pm. Reservation time includes any setup and clean up time. The fee must be paid when reservation is made. Reservations can be made online or in-person at the Parks & Rec Office or at Tremont Pool. Reservations may be canceled one week in advance for an 80% refund; or a 50% refund if less than one week. If the pool is closed for weather or other reasons at the time of your reservation, the reservation is rescheduled or refunded in full. Reservation fee includes up to 10 admissions for non-members. All other guests/ swimmers may use season pass or pay the daily fee. Pools Group Policy Groups of 25-75 guests are permitted with advanced registration to ensure a safe and enjoyable experience for everyone. Park Shelters The shelter houses at Thompson, Fancyburg and Reed Road parks are available for use by individuals and organizations through rental only. All four shelter houses are handicapped accessible. Shelters can be reserved up to one year in advance and must be booked online at parks.uaoh.net or in person by appointment. Contact our Rental Coordinator at 614-583-5330 or rentals@uaoh.net. Making A Reservation • Full payment is required for a reservation. • No keys are needed. • Staff unlock and lock facilities. • Rental time must include time for setup and cleanup. • Non-profit community-serving organizations, as determined and approved by the Parks & Rec Director, may be eligible for a 25% discount. A current copy of the 501(c)3 certificate must be provided. The shelters at Northam, Westover, Burbank, Northwest and Miller parks are available on a first-come, first-served basis and are free-of-charge.
